Łukasz is Chief Operating Officer at ResQuant – a deep-tech company developing hardware-based Post-Quantum Cryptography (PQC) solutions, including PQC IP cores for FPGA and ASIC platforms, Hardware Security Modules (HSMs), and Identification Friend or Foe (IFF) systems for autonomous platforms.
He specialises in innovation funding, project compliance and corporate governance for technology companies. He has extensive experience in securing and managing public R&D funding, covering the full project lifecycle—from proposal preparation and grant management to audits and dispute resolution. His expertise includes Horizon Europe, the European Innovation Council (EIC), Polish national and regional innovation programmes, state aid regulations, and technology commercialisation.
His professional experience spans deep tech, R&D, defence and dual-use technologies. He holds a degree in Finance and Accounting with a specialisation in Investment Banking from the Warsaw School of Economics (SGH).
