Holding a degree from the Paris Institute of Political Studies and a PhD in History, Matthieu Osmont has been working for the French Ministry for Europe and Foreign Affairs since 2014. Specialising in cultural, academic and scientific cooperation, he has held positions in Tübingen (2014–2018), Ramallah (2018–2019) and Bonn (2021–2025). In Bonn, he served as Director of the Institut français and as Attaché for University Cooperation at the French Embassy in Germany.
Since September 2025, Matthieu Osmont has been based at the French Embassy in Warsaw, where he serves as Attaché for Scientific and Academic Cooperation. In this capacity, he contributes to the development of Franco-Polish cooperation in higher education, research and innovation, and supports partnerships between universities and research organisations in both countries, particularly in strategic fields such as space, quantum technologies and nuclear energy. He also oversees several mobility and scientific cooperation programmes, including the France Excellence scholarships, aimed at young Polish researchers wishing to undertake a period of research in France, and the Polonium programme, implemented in partnership with the Polish National Agency for Academic Exchange (NAWA).
He is also responsible for the Campus France office in Poland, which promotes French higher education and research among Polish students, researchers and institutions.
